INVITATION TO SERVE ON THE IT STEERING COMMITTEE OF THE COMPETITION TRIBUNAL
ONE POST
The Competition Tribunal (“Tribunal”) is an administrative body established in terms of the Competition Act No. 89 of 1998, as amended (“the Act”). It is responsible, inter alia, for adjudicating mergers and prohibited practices and imposing remedies where applicable.
In terms of section 35 of the Act, the Chairperson of the Tribunal hereby invites applications from suitably qualified persons to serve as the Chairperson of its IT Steering Committee (“the Committee”) as follows:
Applications: Applications are invited from individuals who meet the following criteria:
- At least an appropriate bachelor’s degree at NQF level 8 in ICT, Computer Science or equivalent qualifications. A postgraduate qualification (e.g., Honours, Master’s, or MBA) will be an added advantage.
- A minimum of ten (10) years’ experience in senior management or executive leadership in ICT, with a significant portion of this experience preferably within the South African public sector.
- Demonstrated expertise in ICT governance, strategy development, enterprise architecture, digital transformation, and the management of large-scale ICT projects.
- In-depth knowledge and understanding of the South African ICT regulatory and policy landscape.
- Proven experience in serving on IT governance or executive committees, with a strong understanding of the roles of the Accounting Authority, Senior Management, and the Audit and Risk Committee regarding ICT.
- Professional membership and good standing status in relevant bodies is an added advantage.
Duties: The Committee is established to provide strategic direction, oversight, and governance of the Tribunal’s ICT function. The Chairperson will be responsible for leading the Committee in assisting the Accounting Authority in fulfilling her statutory responsibilities in terms of the Public Finance Management Act and other relevant prescripts as they relate to the following key areas:
- ICT Governance & Strategy: Leading the Committee in overseeing the development, implementation, and monitoring of the Tribunal’s ICT Strategy and Enterprise Architecture, ensuring alignment with the Tribunal’s strategic objectives and government-wide directives.
- ICT Investment & Resource Management: Chairing the review and recommendation of the ICT budget, overseeing major ICT capital projects, ensuring value for money, and monitoring expenditure in line with PFMA and National Treasury requirements.
- Project & Portfolio Management: Providing leadership in the oversight of the prioritization, execution, and delivery of all ICT projects, with a focus on project governance, risk management, and benefits realization.
- Cybersecurity & Information Security: Steering the Committee’s oversight of robust cybersecurity and information security measures, including compliance with POPIA, MISS, and the National Cybersecurity Policy Framework, and managing ICT-related risks.
- Service Delivery & Digital Transformation: Guiding the Committee’s monitoring of ICT service performance and reliability, championing digital transformation initiatives to improve service delivery, and overseeing the management of service level agreements (SLAs).
- Compliance & Legislative Alignment: Ensuring the Committee’s oversight of the Tribunal’s ICT environment complies with all relevant legislation, including the PFMA, SITA Act, ECT Act, and POPIA, as well as applicable National Treasury regulations and minimum ICT standards.
In addition to the above, the Chairperson will be responsible for:
- Setting the agenda for Committee meetings in consultation with the Accounting Authority and senior management.
- Chairing all Committee meetings, ensuring constructive dialogue and effective decision-making.
- Representing the Committee’s views and recommendations to the Accounting Authority.
- Acting as the primary liaison between the Committee, the Accounting Authority, and the senior management on ICT governance matters.
Terms of appointment: The successful candidate will be appointed for an initial period of 1 year, which may, at the Accounting Authority’s discretion, be renewed for another term. The contract will be reviewed annually based on performance.
Meeting schedule: The Committee meets at least four times per annum. If required, special meetings may be held.
Remuneration: Members of the Committee are remunerated per meeting for preparation and attendance at a rate to be determined by the Accounting Authority.
